It is under the Second Empire (1852-1870) that a new surface opens on Marseilles. Marseilles changes suddenly, of the streets, the boulevards are bored. Between 1821 and 1881, Marseilles passes from 109 483 to 360 099 inhabitants.
Since 1849, one wanted to make build one
sanctuary larger, on the hill of ND of the Guard, it is in 1852 on February 5, that the authorization to build this new sanctuary, was to give by the Minister for the war. He will be built inside the fort which will remain operational. A new drawbridge will be arranged so that in the event of war the fort can be insulated.
En 1852, September 26, Louis-Napoleon poses the first stone of the Cathedral,
this same day, the first stone of the Palate of the Stock Exchange was posed.
In 1853,
Mgr de Mazenod, bishop of Marseilles, poses the first stone of the basilica of ND of the Guard. The plans were carried out by a Marseillais, Mr. Espérandieu, it was his first building in Marseilles. The basilica will be completed only nine years later.
The Emperor Napoleon III returned to Marseilles in 1860, Impératrice Eugenie accompanied. During this
visit, they went up with ND. Guard, Mgr de Mazenod receipts in front of the provisional vault, because the work is not completed.
The new ones monuments came at the same time to embellish the city. The Prefecture was started in 1861, the Law courts inaugurated in 1862. The same year the castle of Pharo was finished.
In 1864 the boring of the Imperial street, today, street of the Republic, was finished, before,

in 1860, one had carried out the widening of
street Noailles, who magnifiquement joined Canebière to the Alleys of Meilhan. |
In 1863, the path of the Cornice had been finished and on August 15 of the same year one opened with the public the Borély castle.
The new ones districts emerge, of
new churches are built, St-François d' Assise in the medium of a district in full evolution, St-Joseph, St-Michel, St-Pierre-St-Paul as well as the Israélite Temple of the street Breteuil.
In 1861 on December 9, Mgr Cruice, bishop of Marseilles, celebrates the first mass in there crypte of ND of the Guard which has been just finished (it was entirely dug in the rock).
Finally on June 4, 1864, the sanctuary is devoted by the Villecourt Cardinal, surrounded by 41 bishops and an immense crowd. The following day, great procession in the city.
At that time, to go up with ND. Guard, processions
borrowed, on the basis of the Old man-Port, the street Strong Our-Lady, street of Abrupt, then staircases of the data base Andre Aune (a building was built above) which made reach the plate and finally the Rise of Oratoir. One gave this name to the street which was invited " To assemble ND of the Guard " and which had been called before " Path of the Fort of ND of the Guard ".
But there is to make still much:
bell-tower is not finished, the drawbridge and the external staircases are not built, the high altar is provisional, the pavements and the mosaics are not posed.
In 1866 one builds a new stage with
bell-tower: the bumblebee there is placed. Of up there, for the first time, it will sound on December 8, 1866.
In 1868 one built the external staircase enters the sanctuary and the crypt. April 1868 the Minister for the war expresses his dissatisfaction. To make a church larger than envisaged, one demolished part of the wall of the fort. From title of compensation, the Minister requests the construction of two watch towers, for a better defensive effectiveness, it also asks that, in front of the fort, one dig a deeper ditch.
In 1866 and 1867 one asks Mr. Lequesne to make the model of the monumental statue and Ets Cristolle and Co of Paris, to carry out this statue. October 1869 the monumental statue is finished. December 1869 the four sections of the statue arrive to Marseilles. At the beginning of 1870 one places four statues of angels at the four angles of the bell-tower. May-June 1870 sections of
scluture are hoisted and assembled over the top of the bell-tower and September 24, 1870 Mgr Place inaugurates the monumental statue, but without any solemnity because of the recent military defeat France in front of Prussia. On the top of the bell-tower, the statue of the virgin shone from now on on the city and the sea.
